U.S.-China Administrative Licensing Dialogue: Review of Government Licensing Decisions
May 20 – 21, U.S. Department of Commerce successfully held the third meeting of the JCCT CLWG Administrative Licensing Dialogue, in Washington, DC. Representatives of CGCC and relevant member enterprises participated in the dialogue.
According to the Economic and Commercial Counsellor’s Office of the Embassy of the People’s Republic of China in the United States of Americas, CGCC invited member enterprises to join the dialogue. China Telecom, China Construction, China Unicom, PetroChina, Sinopec USA, China Airline representatives and CGCC executive director and communication manager, DC chapter Chairman attended the May 20th dialogue which brought together government experts and the business communities from the United States and China to discuss an aspect of administrative licensing that is crucial to businesses: judicial and administrative review of governmental licensing actions.
In April 2012, the U.S. Department of Commerce and China’s Ministry of Commerce launched a joint exchange under the Joint Commission on Commerce and Trade’s Commercial Law Working Group (CLWG) on the legal regimes governing administrative licensing. This third meeting of the JCCT CLWG Administrative Licensing Dialogue over two full days, experts from both governments and the private sector provided updates on recent developments in administrative licensing laws and policies in China and the United States, and an overview of how and when businesses may challenge licensing decisions issued by government agencies and ministries.
